RFP — Independent Review Services

The Tourism Industry Association of New Brunswick (TIANB) is seeking proposals from qualified and experienced accounting firms to provide year-end accounting and related professional services. The selected firm will work closely with TIANB management to ensure accurate financial reporting, compliance with applicable standards, and timely completion of year-end requirements.
TIANB is a non-profit industry association representing tourism stakeholders across New Brunswick. TIANB delivers programs, advocacy, and initiatives that support the growth and sustainability of the tourism sector. TIANB operates with multiple funding sources, including government contributions and project-based funding.
Scope of Service
The successful proponent will be responsible for providing year-end accounting services, which may include but are not limited to:
- Year-End Financial Services
- Review and reconciliation of year-end general ledger accounts
- Preparation of year-end adjusting journal entries
- Preparation of year-end financial statements in accordance with applicable accounting standards for not-for-profit organizations
- Support for management in understanding financial results and variances
- Review Support
- Preparation of review-ready working papers
- Responding to audit or review inquiries in a timely manner
- Government & Funding Reporting
- Assistance with year-end reporting related to government-funded projects
- Support for grant claims and funding reconciliations as required
- Tax & Compliance
- Preparation and/or review of required filings (e.g., T2, T3010, HST, payroll summaries, if applicable)
- Ensuring compliance with CRA and other regulatory requirements
- Advisory Services
- Identification of process improvements related to financial reporting
General year-end accounting and financial advisory support as requested
Deliverables
The expected deliverables include:
- Year-end financial statements
- Adjusting journal entries and supporting schedules
- Review-ready working paper file (if applicable)
- Required regulatory and CRA filings
- Year-end summary and recommendations
Timeline
- RFP Issued: February 25, 2026
- Questions Deadline: March 4, 2026 (5:00 PM local time)
- Responses to Questions Issued (Addendum, if required): March 6, 2026
- Proposal Submission Deadline: March 13, 2026 (2:00 PM local time)
- Evaluation Period: March 16–20, 2026
- Proponent Selection & Notification: March 23, 2026
- Contract Finalization: March 24–27, 2026
- Engagement Commencement: March 30, 2026
TIANB anticipates that all year-end review procedures will be finalized in advance of its October 2026 Annual General Meeting. The specific timeline will be confirmed collaboratively with the successful proponent.
Proponent Qualifications
- Experience providing accounting services to not-for-profit organizations
- Knowledge of Canadian accounting standards for not-for-profit organizations
- Experience with government-funded organizations and grant reporting
- Capacity to meet required timelines
- Professional accreditation (CPA designation required)
Proposal Submission Requirements
Proposals must include the following information:
- Firm profile and overview of relevant experience, particularly in providing review services to associations, non-profit organizations, or similar entities
- Description of the proposed approach and methodology, including timelines and key deliverables
- Proposed project team, including roles, responsibilities, and relevant qualifications
- Demonstrated experience with similar organizations and comparable mandates
- Fee structure, including a detailed cost breakdown and any assumptions
- References, with a minimum of two (2) client references for comparable engagements
- Description of any value-added services that may benefit TIANB
